Vehicle Registration Rules Have Changed: TIN Now Required from 5th January

If you are planning to buy a vehicle, sell one, or transfer vehicle ownership in Sri Lanka, it is important to be aware of a recent regulatory change introduced by the Department of Motor Traffic (DMT).

From 5th January, providing a Taxpayer Identification Number (TIN) has become mandatory for most vehicle registration and ownership transfer processes. This change has already affected many individuals and businesses who were unaware of the requirement and faced delays in completing their vehicle-related transactions.

What Is the New Vehicle Registration Rule?

The Department of Motor Traffic has updated its registration system to require a TIN when:

  • Registering a new vehicle, or

  • Transferring ownership of an existing vehicle

This requirement applies to:

  • The new vehicle registration database, and

  • The ownership transfer database maintained by the DMT.

What Details Must Be Submitted?

Under the new rule, the following information must be entered into the DMT system when registering a vehicle or transferring ownership:

  • National Identity Card (NIC) number - for individuals

  • Business Registration (BR) number - for companies and businesses

  • Taxpayer Identification Number (TIN) of the new owner

Even if all other documents are complete, the absence of a valid TIN will stop the process.

Is TIN Required for All Vehicles?

No. The DMT has clearly stated that the TIN requirement does not apply to certain vehicle categories.

Vehicles Exempt from the TIN Requirement TIN is not mandatory for:

  • Motorcycles

  • Hand tractors

  • Tractors

  • Tractor trailers

  • Three-wheelers

However, for cars, vans, jeeps, lorries, buses, and similar vehicles, TIN is compulsory. If you are unsure whether your vehicle falls under the exempt category, it is best to confirm before starting the registration or transfer process.

Why Has TIN Been Made Mandatory?

The main purpose of introducing TIN for vehicle registration is to improve financial transparency and tax compliance in Sri Lanka.

Key reasons include:

  • Linking high-value assets such as vehicles with the tax system

  • Preventing undisclosed or irregular transactions

  • Improving the accuracy of ownership and financial records

  • Strengthening coordination between the Department of Motor Traffic and the Inland Revenue Department

This change aligns vehicle ownership with other official processes where TIN is already required, such as banking, property transactions, and business registrations.

What Happens If You Don’t Have a TIN?

If the new owner does not have a TIN:

  • Vehicle registration will not be approved

  • Ownership transfer will be rejected

  • The process will remain incomplete until a TIN is obtained

This applies to both individuals and businesses. Therefore, obtaining a TIN before starting the vehicle transaction is strongly recommended.

Who Needs to Obtain a TIN?

You need a TIN if you are:

  • An individual buying a vehicle under your name

  • A person receiving a vehicle through ownership transfer

  • A business or company registering a vehicle

  • A company transferring a vehicle to a new owner

TIN registration is handled by the Inland Revenue Department (IRD) and has become a basic requirement for many official activities in Sri Lanka.

Impact on Individuals

Many individuals who were not previously registered with the IRD may now need to obtain a TIN for the first time. This is especially relevant for:

  • First-time vehicle buyers

  • Individuals who previously owned only motorcycles or three-wheelers

  • Those who have never dealt with tax-related registrations
