      VAT Compliance Update: Delay in the New Tax Invoice Format Explained

      Value Added Tax (VAT) compliance is an important responsibility for businesses in Sri Lanka. To improve tax administration and transparency, the Inland Revenue Department (IRD) planned to introduce a new standardized VAT tax invoice format for VAT-registered businesses.

      However, the implementation of this new invoice format has been postponed, giving businesses additional time to prepare. This update is important for companies that issue VAT invoices regularly, as they will eventually need to follow the new format once it becomes mandatory. In this blog, we explain what the new VAT invoice format is, why the implementation has been delayed, and what businesses should do to stay prepared.

      What Is the New VAT Tax Invoice Format?

      A VAT tax invoice is an official document issued by a VAT-registered business when selling goods or services. It provides details about the transaction and shows the VAT amount charged to the customer.

      To create more consistency in business documentation, the IRD introduced a new standardized invoice format that all VAT-registered businesses will need to follow. Previously, companies used different types of invoice layouts depending on their internal systems. The new structure aims to ensure that all invoices include the necessary information in a clear and uniform way.

      This change will help improve transparency, simplify tax verification processes, and make it easier for businesses and authorities to track VAT transactions.

      Key Information Required in the New VAT Invoice

      Under the new system, VAT invoices must include several important details to ensure proper tax reporting. These details help both businesses and tax authorities maintain accurate records. Some of the key elements expected in a VAT tax invoice include:

      1. The title “Tax Invoice” Every VAT invoice must clearly display the heading “TAX INVOICE” to identify it as an official tax document.

      2. Supplier and purchaser details The invoice must include the supplier’s Taxpayer Identification Number (TIN), name, address, and contact details. If the purchaser is VAT registered, their TIN should also be included.

      3. Structured invoice serial number Invoices must follow a standardized serial numbering format to improve traceability and record management.

      4. Transaction details The invoice should clearly describe the goods or services provided, including quantity, value before VAT, VAT amount, and the total amount payable.

      5. Payment information The payment method such as cash, bank transfer, card payment, or online payment should be clearly stated.

      6. Record retention Both the supplier and the purchaser must keep copies of the tax invoice for at least five years for audit and compliance purposes.

      These requirements are designed to strengthen audit trails and improve the accuracy of VAT reporting.

      Why the Implementation Was Delayed

      The new VAT tax invoice format was originally scheduled to be implemented earlier in 2026. However, the Inland Revenue Department decided to postpone the implementation date to 1 July 2026.

      According to Professor Priyanga Dunusinghe, several factors contributed to the postponement, including current economic conditions. Rising global crude oil prices have pushed up domestic energy costs, which in turn increase the prices of goods and services.

      Introducing the new VAT invoice system amid these rising costs could add extra pressure on businesses, especially digital platform users, self-employed professionals, and SMEs.

      What Businesses Should Do During This Period

      Although the implementation has been postponed, businesses should not wait until the last moment to prepare. Instead, this period should be used to ensure that systems and processes are ready for the upcoming changes.

      Businesses can use this time to:

      Update accounting and billing systems Companies that use accounting software or billing platforms should ensure that their systems can generate invoices according to the new format.

      Review invoice templates Businesses that issue manual or customized invoices should revise their templates to include the required details.

      Train employees Staff members responsible for accounting and invoicing should understand the new requirements so they can follow the correct procedures.

      Organize proper recordkeeping Maintaining clear and organized financial records will help businesses avoid compliance issues in the future.

      Taking these steps early can help companies avoid last-minute complications when the new invoice format becomes mandatory.
