Privilege Card Scheme for Individual Taxpayers in Sri Lanka

The Taxpayer Privilege Card Scheme is a special program introduced by the Inland Revenue Department (IRD) to appreciate individual taxpayers who regularly pay their taxes on time.

This program is created to thank responsible citizens who support Sri Lanka’s economy by paying their income tax properly and on time. If you are a high-income individual or professional, this scheme may apply to you.

Why Was This Scheme Introduced?

The main goals of the Privilege Card Scheme are:

  • To encourage individuals to pay their taxes voluntarily

  • To reduce tax evasion

  • To recognize and respect taxpayers who contribute large amounts of tax

  • To promote good tax habits In short, the IRD wants to appreciate people who follow tax rules correctly.

Who Can Get the Privilege Card?

An individual taxpayer can receive a Privilege Card only if all these conditions are met:

1. Income Tax Payment Requirement

You must have paid the required amount of Income Tax through Self-Assessment for the previous Year of Assessment.

2. Return of Income Must Be Submitted

You must submit your Return of Income for the previous Year of Assessment on or before 30th November of the following year. (If you are not legally required to file a Return of Income, this rule does not apply.)

3. Taxes Must Be Paid on Time

All taxes declared in your Return of Income must be paid on or before the due dates. If any tax was deducted at source, those payments and related returns must also be properly submitted by the withholding agent.

4. Good Compliance History

Your past tax record should show that you regularly follow tax rules and deadlines. Simply put, you must have a clean and consistent tax history.

Types of Privilege Cards

The IRD issues two types of Privilege Cards based on how much Income Tax you paid in the previous Year of Assessment.

Gold Card

You can receive a Gold Card if:

  • You paid LKR 5 million or more as Income Tax in the previous Year of Assessment.

Example: If you paid LKR 5 million or more for the Year of Assessment 2023/2024, you will qualify for a Gold Card in 2025.

Note: If you qualify for a Gold Card, you cannot receive a Silver Card in the same year.

Silver Card

You can receive a Silver Card if:

  • You paid LKR 3 million or more but less than LKR 5 million as Income Tax in the previous Year of Assessment.

Example: If you paid between LKR 3 million for 2023/2024, you can receive a Silver Card in 2025.

What Are the Benefits of the Privilege Card?

The Privilege Card gives you both recognition and practical benefits.

Here are the main benefits

  • Priority access to meet higher management, including the Commissioner General of Inland Revenue

  • Priority access to meet your relevant tax officers

  • A nominated officer from the Tax Services Unit to handle your matters

  • An official vehicle sticker

  • Tax consultancy services at your business premises when necessary

  • An elegant brooch with a special logo when the card is issued

These benefits can save your time and make tax-related matters easier.

How to Apply for the Privilege Card

If you meet the eligibility requirements, you must:

  1. Fill out the application form available on the IRD Web Portal.

  2. Submit the completed application to the Commissioner, Revenue Monitoring Unit.

When to Apply?

Applications must be submitted:

  • On or after 15th November of the previous calendar year

  • Before 31st January of the relevant calendar year

Extended Deadline for 2024/2025 The due date to submit the Return of Income for the Year of Assessment 2024/2025 has been extended to 31.12.2025.

Because of this, the deadline to submit Privilege Card applications has also been extended to 28.02.2026.
